Duties/Description:
This Bipartisan Infrastructure Law position is located in the Office of Strategic Planning, Analysis and Engagement within the Office of Carbon Management.
The Office of Carbon Management is looking for a highly motivated candidate to lead Department of Energy (DOE) efforts focused on regulatory and permitting aspects of carbon management technologies, including interagency engagement on matters related to topics such as land access, leasing, and environmental regulations for carbon capture, utilization, and storage (CCUS) at the state and federal level, both onshore and offshore.
The incumbent will:
- Evaluate regulatory and permitting issues associated with CCUS and carbon management, more broadly.
- Identify gaps and/or barriers that need to be addressed in order to execute DOE’s carbon management programs.
- Communicate regulatory and permitting challenges and identify options for overcoming them.
- Help organize and support DOE and interagency working groups with a focus on ensuring clear and consistent communication and collaboration across the federal government and among state agencies.
- Develop briefings, white papers, or other materials on topics related to the policy and regulatory framework for CCUS and carbon management.
- Represent DOE in meetings with internal and external stakeholders.
Qualifications:
Qualified candidates must demonstrate:
- Excellent project management skills and ability to effectively lead projects and/or teams of significant size, scope, and complexity.
- Experience leading diverse teams to accomplish program or project goals with demonstrated success in meeting deadlines and staying within budget. Strong analytic capabilities, including the ability to evaluate complex information, summarize and present that information in a way that is easy to understand, as well as develop options and recommendations to senior DOE leadership when appropriate.
- Skill in effective communication (oral and written) and meeting management.
- Skill in program management activities to effectively determine and establish program goals, review progress and results, and lead or participate as a subject matter expert in a variety of program assessments, and recommend additions, terminations, or modifications of programs.
