Andy Kelsey

Andy Kelsey is a senior consultant with over 20 years of experience in business development for government services, nuclear power, decommissioning, national laboratory, and environmental industries. Kelsey was Vice President for Business Development in charge of Bechtel’s global environmental business line focused on nuclear cleanup. He has worked extensively with the DOE, National Laboratories, the United Kingdom Nuclear Decommissioning Authority, and commercial nuclear utilities. His prior experience includes 20 years on projects as nuclear decommissioning engineer, characterization engineer, and project manager. 

During Kelsey’s time at Bechtel, he worked on projects at Oak Ridge National Laboratory (ORNL), Y-12 National Security Complex (Y-12), Savannah River Site, Hanford, and Rocky Flats; decommissioned over 50 facilities, including a PUREX plant, at DOE nuclear sites; characterized underground nuclear waste storage tanks at ORNL; and characterized the Three Mile Island Unit 2 nuclear power plant after the accident.

Kelsey holds a Bachelor of Science in Chemical Engineering from Bucknell University and a Master of Science in Environmental Engineering from the University of Tennessee.

Kelsey serves on EMAB as a special government employee. He provides expert advice on contracting and management, large project planning, and risk assessment.
