(Direct Report to the Deputy Director for Security Operations)
Mission
The Office of Headquarters Security Operations strengthens national security by protecting personnel, facilities, property, classified information, and sensitive unclassified information for DOE Headquarters facilities in the National Capital Region under normal and abnormal (i.e., emergency) conditions, managing access authorization (security clearance) functions for Headquarters, ensuring that DOE Headquarters employees and visitors are fully protected, and supporting efforts to ensure the continuity of government in all circumstances as mandated by Presidential Decision Directive. Additionally, the office oversees and manages the Department’s security vetting, outreach, and assistance program. Through national security mandates, as well as Federal and Departmental polices, the office oversees and manages the implementation of the security clearance and Homeland Security Presidential Directive 12 (HSPD-12) functions for DOE Headquarters. The Office also manages and ensures the implementation of Trusted Workforce requirements at the Department, as it relates to both the cleared and uncleared populations.
Functions
- Provides support, assistance and advice to the Deputy Director for Security Operations, regarding security operations, particularly as they relate to those programs under the purview of EHSS.
- Directs DOE Headquarters security response activities in support of the DOE Headquarters Occupant Emergency Plan.
- Provides management oversight and direction to the Headquarters security inquiry and investigations program.
- Conducts biennial reviews of vulnerability assessments at Forrestal, Germantown, and the Portals facility to determine needed security upgrades and establish priorities for funding, program emphasis, and reallocation of personnel as required.
- Represents DOE at Interagency-level conferences and committees as it pertains to DOE Headquarters security related issues.
- Establishes and maintains liaison with intelligence offices to facilitate coordinating the overall continuity activities relating to security.
- Reviews current information on the threats to DOE Headquarters facilities, personnel, information, and property and prepares an annual local threat statement.
- Manages the Headquarters Security Officer Program, ensuring that Headquarters Security programs are effective and dynamic to meet Headquarters operational needs.
- Administers the Performance Assurance Program for DOE Headquarters security operations.
- Administers the Headquarters classified and unclassified visitor programs.
- Administers the Security Education and Awareness Program for DOE Headquarters.
- Serves as liaison with Federal and local law enforcement agencies on regional security issues affecting DOE Headquarters facilities.
- Administers the Headquarters security areas advise, assistance and certification program.
- Assesses and assists Program Elements in the implementation of the security requirements contained in the Headquarters Facilities Master Security Plan (HQFMSP).
- Identifies and evaluates available and emerging security protection technology that can be incorporated into Departmental operations.
- Supports the Local Insider Threat Working Group as the security representative.
- Oversees the Office of Headquarters Credentialing Operations that manages the Personal Identity Verification (PIV) process for Headquarters, as required by HSPD-12.- Administers and manages the appeal process under the provisions set forth in the Office of Personnel Management (OPM) Memorandum, Subject: Credentialing Standards Procedures for Issuing Personal Identity Verification Cards under HSPD-12.
- Oversee the Office of Headquarters Clearance and Access Operations that manages and implements access authorization (security clearance) functions for DOE Headquarters. This includes processing reciprocal security clearances for Other Government Agency (OGA) employees who require access to Restricted Data, including members of Congress and their staff.
- Manages the administrative review process under 10 CFR 710 for DOE Headquarters personnel.
- Oversee the Office of Departmental Vetting Policy and Outreach, which serves as the central leader and advocate vested with the authority to ensure consistent and effective implementation of security vetting programs Department-wide, including for the National Nuclear Security Administration.
- Develops Department-wide quality assurance programs and processes for the security vetting program.
- Serves as the Department’s lead organization for ensuring the implementation of Trusted Workforce requirements, for the cleared and uncleared populations.
- Develops, promulgates, maintains, and interprets policy and guidance for DOEs Security Vetting program.
