The Federal Energy Management Program (FEMP) helps agencies establish institutional change to achieve energy efficiency goals.

FEMP's institutional change process for continuous change is comprised of five steps. In accordance with the Continuous Change Principle, the fifth step leads to new or refined goal setting in a continuing cycle of improvement.
