The following is a list of the participating judges in the U.S. Department of Energy Collegiate Wind Competition 2017 Technical Challenge. 

Technical Design Judges

Drew Eisenberg

Drew Eisenberg, principal wind R&D engineer at Siemens Wind Power, leads the design of wind turbine blade shape optimization and aerodynamics. He has also worked on many aspects of utility scale wind turbine blade design including structures, turbine loads, controllers,
leading edge erosion, and business case development of new technologies He also develops tools for aeroelastic loading analysis and business case development of new technologies. He has expertise in power curve creation and validation and develops software for determining wind turbine platform configurations and cost modeling.

Charles Newcomb

Charles Newcomb serves as the Manager of Product Development for the mCloud corporation. His industry experience includes serving as Vice President of the Small Wind Certification Council Board of Directors, Secretary for the National Wind for Schools Board of Directors,
Managing Director for Entegrity Wind Systems, Chief Technology Officer for NexGen Energy Partners and the Technology Director for Endurance Wind Power. In these roles, Charles managed and implemented project development programs, fleet operations and optimization, supplier and contractor relationships to maximize project portfolio performance.

Arlinda Huskey

Arlinda Huskey joined NREL in 1995. Her activities include field testing of small and large wind turbines; noise, power performance, and
loads testing of wind turbines; and duration, safety, and function for small wind turbines. She also is the secretary of the IEC maintenance team for the wind turbine noise standard. Arlinda was also involved in the accreditation of certification testing at the NWTC.

Siting Judges

Erin Degutis

Erin Degutis serves as a Senior Siting and Land Rights Agent for Xcel Energy in Denver where she works on the Rush Creek Wind Project, including the strategic and regulatory planning/ permitting of the 83-mile Rush Creek 345kV Transmission Line Project. Prior to joining Xcel Energy, she worked on the siting and development of wind and solar energy projects, an energy resource inventory for Garfield County in Colorado, natural gas pipelines, and liquefied natural gas terminal facilities.

Luke Reed

Luke Reed is an Energy Resource Engineer at Renewable Energy Systems, Americas in Broomfield, Colorado where he supports the development of utility-scale wind farms. His role includes the design and optimization of wind sites as well as energy production analysis and due diligence in support of project financing and closing. Luke will be a siting judge as well as an educational series speaker.
