The Department of Energy has developed training and resource tools to assist Office of State and Community Energy Program (SCEP) recipients, subrecipients and DOE program personnel to better understand the National Environmental Policy Act (NEPA), Historic Preservation, and other environmental regulations.  This website is specific to SCEP recipients.  *Note - this website is applicable to EECBG recipients under the Bipartisan Infrastructure Law, not the American Recovery and Reinvestment Act. 

All recipients and subrecipients are strongly encouraged to review this website, especially the PowerPoint presentations, prior to initiating work under their awards and utilize the sample templates as appropriate.  Recipients should review their NEPA determination and Terms and Conditions specific to their award for restrictions and documentation requirements, as applicable as well as their Historic Preservation Programmatic Agreement.  If any project work has been initiated prior to the completion of the NEPA review, please contact GONEPA@ee.doe.gov.  This training does not provide authority for recipients or subrecipients to begin work prior to written project approval from a Contracting Officer.

The Advisory Council on Historic Preservation (ACHP) has approved an exemption that would relieve federal agencies from the historic preservation review requirements under the National Historic Preservation Act (NHPA) regarding the effects of the installation of certain electric vehicle supply equipment (EVSE) on historic properties. The exemption is effective as of November 2, 2022. For compliance with the NHPA, EVSE installations should now follow the EVSE language found in the ACHP's Exemption From Historic Preservation Review for Electric Vehicle Supply Equipment Federal Register Notice.
