This detail position is located within the Advanced Materials and Manufacturing Technologies Office (AMMTO) of the Office Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy (DOE). AMMTO researches, develops, and demonstrates next-generation materials and manufacturing technologies needed to increase U.S. industrial competitiveness and to drive economy-wide decarbonization. AMMTO supports the national plan to revitalize American manufacturing, secure critical supply chains, and develop diverse innovation ecosystems leading to new manufacturing jobs and increased economic strength of the nation. AMMTO provides planning, management, and direction necessary for a balanced program of research, development, demonstration, technical assistance, and workforce development to support domestic manufacturing that is critical to achieving a clean, decarbonized economy.

  1. (40%) – Provides overall authoritative leadership and direction to pioneering engineering and/or scientific development efforts in achieving new and innovative capabilities relative to new or expanded use of energy resources, environmental cleanup or development of new technologies, and the impacts of energy production on society or the national economy. Conceives, plans, organizes, and manages programs/projects of outstanding scope, difficulty, and complexity within areas of responsibility that enable accomplishment of vital DOE missions and goals. Initiates new projects or provides leadership for broad and complex programs/projects that are on the cutting edge of technology and that serve as models for other engineering and/or scientific programs both within and outside of DOE. Programs are often focused on previously unexplored areas or solving problems not previously encountered. Translates broad, general policies into specific policy direction and requirements for other organizational elements. Develops long range plans with intermediate goals and resource requirements, taking into consideration financial and technical constraints. Identifies and analyzes the technical needs of programs and recommends and oversees appropriate technology development to enable or improve program execution. Coordinates programs with others across the DOE complex to assure an appropriate balance among cost and schedule performance and the mitigation of risks to workers, the public and the environment. Uses technical judgment and an understanding of national policies to recommend new or modified programs or the phasing out of old ones. As required, may act as a contracting officer representative to determine the acceptability of work performed by contractors. Acts in supervisor’s absence with decisional authority over the full range of organizational programmatic activities. 
  2. (25%) – Serves as a recognized technical authority in the engineering or physical science profession. Through a variety of possible mechanisms, provides authoritative consultation, advice, technical input, analyses, and recommendations to the highest levels of management within and outside of DOE on matters of exceptional importance or that have far-reaching consequences to DOE’s primary programs and mission. These mechanisms include, but are not limited to, discussions with colleagues; reviewing and commenting on a variety of engineering and scientific related documents; generating technical reports, analyses, and recommendations; participation in structured meetings; leading groups of technical authorities to achieve a common goal; debating and negotiating a reasonable path forward among many parties with divergent points of view; representing the organization in a broad range of national and international fora; and making technical presentations in various unstructured, technical meetings. As an authority in engineering or physical science, incumbent is sought out by high levels of management and other experts for advice and consultation in rapidly evolving engineering or physical science fields. Ensures that the latest state-of-the-art technology is infused into DOE projects. The incumbent’s technical analyses and advice are recognized and accepted as technically authoritative.
  3. (25%) – Leads and participates in a broad range of program and project assessments consistent with authoritative technical expertise. Evaluates programs for progress against established goals and to identify potential problems and initiates, or recommends, as appropriate, corrective or preventive actions to avoid or minimize problems. Identifies deficiencies and opportunities for improvement and, where appropriate, specifies requisite corrective actions. Presents findings to senior management officials both within and outside of DOE contractor management and negotiates an appropriate solution, consistent with often conflicting technical, policy, resource, and programmatic constraints. Reviews and modifies organizational budget submissions and justifies resource requirements to senior Department management. 
  4. (10%) – Serves as an authoritative consultant to top level DOE management officials and to a broad consortium of engineering or science experts outside of DOE. Serve as spokesperson for and represents the DOE in high level meetings and on interagency and technical committees at the national and international levels. Presents at major professional conferences, meetings, technology and working groups and private industry.

  • Mastery of, and skill in applying, the art and science of engineering or physical science fields (e.g., Chemistry, Physics, Nuclear Engineering, Mechanical Engineering, Chemical Engineering, Environmental Engineering, Geophysics, Geology, Hydrology, etc.), sufficient to: Serve as an authoritative agency resource and representative for assigned engineering or scientific programs, providing expertise and advice to justify, explain, interpret, negotiate and promulgate DOE policy and guidance to diverse entities representing divergent, opposing or conflicting opinions; Direct, assess, oversee, coordinate, and advise on the design, development, acquisition, construction, testing, evaluation, operation, maintenance and safety of a diverse range of activities for the purpose of improving or protecting the environment; 
  • Conceive, plan, and provide implementing guidance for technically complex systems and programs designed to solve novel, not previously encountered problems that exist in different settings across the entire DOE complex;
  • Skill in program management activities to effectively determine and establish program goals, review progress and results, and lead or participate as a subject matter expert in a variety of program assessments, and recommend additions, terminations or modifications of programs;
  • Comprehensive knowledge of project management principles, methods and practices to effectively manage or lead engineering projects of significant size, scope and complexity; 
  • Skill in evaluating the technical merits, maturity and risk associated with various technology alternatives proposed to address complex engineering or scientific problems and recommend an approach to mitigate those risks while cost-effectively accomplishing the DOE mission; 
  • Skill in analyzing, reporting on, and developing recommendations for senior DOE executives on complex and controversial technical issues that have national policy implications. 
  • Comprehensive knowledge of DOE and Federal rules and regulations governing procurement, funding and contracts to effectively manage contractor activities. 
  • Comprehensive knowledge of the DOE and organizational budget policies and practices. 
  • Skill in effective oral and written communication to convey information, explain issues, and persuade management, individuals, member of the public, or groups to accept a position or recommendations and accomplish objectives with which they might initially disagree or be reluctant to accept.
