Director, Office of Emergency Management Assessments
Jack Winston is the Director of the Office of Emergency Management Assessments within the U.S. Department of Energy’s (DOE) Office of Enterprise Assessments (EA). In this role, Mr. Winston leads a team of specialists responsible for providing full-spectrum emergency management oversight, assessments, and evaluations across the DOE complex. Specifically, he directs oversight activities focused on planning, preparedness, response, recovery, and readiness assurance operations at high-hazard nuclear facilities and critical infrastructure/key resources. These independent evaluations provide leadership with objective, data-driven feedback designed to enhance Department-wide resilience and mitigate the impacts of all-hazards incidents.
Mr. Winston possesses over two decades of experience spanning all-source intelligence operations and emergency management. He joined EA following several years of service with the National Nuclear Security Administration (NNSA). Prior to his tenure at NNSA, Mr. Winston provided fused, all-source intelligence and emergency management support to the Office of the Secretary at multiple Cabinet-level departments. Additionally, he has extensive experience supporting critical infrastructure protection, counterterrorism, and sensitive intelligence initiatives within the U.S. Intelligence Community.
Mr. Winston holds a Bachelor of Arts in Public Communication from American University in Washington, D.C., and a Master of Science in Government Information Leadership with concentrations in public health and national security from the National Defense University. Throughout his civil service career, he has completed extensive executive leadership and managerial training related to nuclear safety, emergency management, and intelligence operations.
