Director, Office of Emergency Management Assessments

Jack Winston is the Director of the Office of Emergency Management Assessments within the U.S. Department of Energy’s (DOE) Office of Enterprise Assessments (EA).  Mr. Winston leads a team of analysts responsible for conducting assessments and evaluations of the full spectrum of Department-wide emergency management activities.  Specifically, Mr. Winston is responsible for directing evaluations and independent oversight activities focused on planning, preparedness, response, recovery, and readiness assurance operations.  These efforts provide critical feedback and objective information on emergency management programs designed to mitigate impacts from all-hazard incidents and events.

Mr. Winston has nearly two decades of experience supporting all-source intelligence operations and emergency management.  He joined EA’s Office of Emergency Management Assessments following several years working for the National Nuclear Security Administration (NNSA).  Prior to his work at NNSA, he provided emergency management and fused, all-source intelligence support to the Offices of the Secretary at the U.S. Department of Health and Human Services and the U.S. Department of Agriculture.  Mr. Winston also has extensive experience supporting intelligence, infrastructure, and counterterrorism efforts at various Departments and Agencies within the U.S. Intelligence Community.

Mr. Winston holds a Bachelor of Arts degree in public communications from American University in Washington, D.C., and a Master of Science degree with concentrations in public health and national security from the National Defense University.  He has also completed several leadership and managerial courses of study throughout his civil service career.
