Presidential Policy Directive 8 (PPD-8), National Preparedness (March 2011), strengthens the security and resilience of the U.S. through systematic preparation for the threats that pose the greatest risk to the security of the nation, including acts of terrorism, cyber-attacks, pandemics, and catastrophic natural disasters. PPD-8 builds on the National Response Framework (NRF), which describes how federal support efforts are to be coordinated during emergencies. Emergency Support Function #12 – Energy Annex to the NRF (ESF-12) designates DOE as the lead federal coordinator to facilitate the reestablishment of damaged energy systems and components for incidents requiring a coordinated federal response. PPD-8 also calls upon the DOE to evaluate annual preparedness progress and challenges facing the energy community, as captured by the National Preparedness Report (see 2020 National Preparedness Report).
