Weatherization Memorandum 139: WAP Formula Update for Program Year 2025

WAP is updating the data in the funding formula for Program Year 2025. Currently, WAP is operating under a short-term Continuing Resolution (CR) for Fiscal Year (FY) 2025, expiring December 20, 2024. DOE is unable to issue WPN 25-2 Program Year 2025 Grantee Allocations until a budget is passed by Congress and signed by the President. In prior years, DOE has instructed Grantees to use the previous year’s Grantee Allocations for planning purposes along with the annual application instructions. For PY 2025 planning purposes, DOE is providing estimated Grantee allocations at the PY 2024 funding level using updated data.
