Portsmouth Site Regulatory Agreements & Orders
Ohio Consent Decree requires DOE to complete investigations to determine the nature and extent of any environmental contamination that exists at the Portsmouth Site, complete cleanup alternative studies, and implement corrective actions as needed.
Portsmouth Decommissioning and Decontamination (D&D) Project Director's Final Findings and Order defines the steps for identifying a range of technical alternatives for the D&D and waste disposition components of the project, and reaching formal decisions on how best to proceed using a CERCLA framework. The steps include developing viable alternative, evaluating and comparing them, gaining public feedback on the range of alternatives, selecting a final approach, and formalizing the decisions; and then defining the downstream regulatory requirements for successful implementation of the selected D&D and waste disposition remedial actions.
Portsmouth Integration Director's Final Findings and Order purpose is to integrate the on-site work required for specific units to avoid duplication of effort, and efficiently perform sitewide ground water monitoring and surveillance and maintenance activities; recognize that a substantial portion of the tasks required under existing approved closure plans for certain units have been completed and to provide for the incorporation of the remaining tasks Maintenance Plans and terminate any further obligation under the existing closure plans; provide exemptions from specific solid and hazardous waste requirements as necessary to accomplish integration of on-site work.
Portsmouth Director's Final Findings and Orders, Site Treatment Plan is an agreement between the Ohio EPA and DOE approving the Site Treatment Plan and setting forth guidelines for storage and treatment of mixed wastes at the Portsmouth Facility.
Portsmouth Annual Site Environmental Reports are prepared to summarize environmental activities, primarily environmental monitoring, at the Portsmouth Site. The report fulfills a requirement of DOE Order 231.1B, Environment, Safety and Health Reporting, for preparation of an annual summary of environmental data to characterize environmental management performance. The Annual Site Environmental Report also provides the means by which DOE demonstrates compliance with the radiation protection requirements of DOE Order 458.1, Radiation Protection of the Public and the Environment.
Toxic Substances Control Act (TSCA) Uranium Enrichment Federal Facility Compliance Agreement establishes a plan to bring DOE's Uranium Enrichment Plants (and support facilities) located in Portsmouth, Ohio and Paducah, Kentucky ("the facilities") into full compliance with TSCA and the PCB Regulations found at 40 CFR Part 761.
