Kent is the Senior Policy Analyst with the U.S. Department of Energy (DOE), Office of Small and Disadvantaged Business Utilization (OSDBU).
Kent’s 29-year DOE experience encompasses promoting energy technologies, small business procurement policies and practices, and technology transfer initiatives.
In OSDBU, Kent counsels small businesses, and updates small business policy guidance, helping DOE program elements meet statutory socioeconomic small business procurement goals.
Kent represented DOE on the FAR Small Business Team, and helped create the DOE Small Business First Policy. With the Office of Technology Transitions, he helped create and implement the DOE Technology Transfer Execution Plan. He directed an Acquisition Reform Initiative at a Navy Base, advancing collaboration between DOE and the DOD. As a Special Investigator for the Office of Hearings and Appeals, he drafted legal decisions, resolving energy purchase refund cases for small businesses, nationwide. And,as an Office of Energy Efficiency and Renewable Energy COR, he managed several $25Million service contracts.
His FAC-II certification remains current, converging with his pending Masters in Technology Entrepreneurship, to advance America’s diversity of innovators.
