Office/Division Overview
This position is located within the Office of Fossil Energy and Carbon Management (FECM), Office of Resource Sustainability (ORS), Office of Regulation, Analysis and Engagement. ORS designs and administers the Department’s activities associated with technologies and approaches that will reduce the environmental impacts of our historical and continued dependence on coal, oil, and natural gas. It also provides strategic direction for the implementation of its programs through its field offices and at the National Energy Technology Lab (NETL). The Office supports the development of policy that addresses the environmental impacts of fossil fuels through policy proposals, research, studies, programs, projects, and legislation recommendations with a focus on addressing environmental and energy justice. Activities are centralized around supporting a just transition to clean energy while minimizing the environmental impacts in sectors where fossil fuels are very difficult to avoid.
The Office of Regulation, Analysis and Engagement regulates the import and export of natural gas, conducts analysis of fossil fuel and carbon markets, assesses policy and regulatory proposals, leads outreach for domestic and international engagements, and addresses environmental and energy justice impacts for communities most impacted by fossil fuel development and use.
Duties/Description
The incumbent in this position will be responsible for leading, implementing, and developing activities that involve the regulation of the import and export of natural gas, conducting analysis of oil and natural gas markets, assessing policy and regulatory frameworks for potential exports of hydrogen and ammonia, and oversight of carbon offset efforts. As Director, provides oversight and guidance to three divisions: the Division of Regulation, the Division of Policy and Analysis, and the Division of Engagement.
The Office Director of Regulation, Analysis and Engagement is a key member of the ORS and FECM senior leadership team. The incumbent provides leadership management and direction for the Office, including strategic planning, key engagements, human resources, financial management, and program execution processes. They conduct internal and external program reviews along with domestic and international outreach.
Knowledge, skills, and abilities associated with this position:
Broad knowledge of Government and DOE practices, such as regulation and business market rules, regulations, relationships, and administrative processes sufficient to identify developing export and international business opportunities and develops programs and implements policies that will enhance the U.S. energy industry's ability to compete in foreign markets.
Knowledge of trade practices and policies and trade legislation sufficient to assess the effect international trade legislation and treaties have on natural gas and petroleum imports/exports, and participate in international consultations and negotiations pertaining to the importation and exportation of natural gas.
Executive ability in the guidance and utilization of the personnel within the office and management of DOE and operating contractors for directing programs or isolating problems affecting progress of compliance programs, and for arriving at workable solutions to a variety of complex and interrelated problems.
The incumbent must be able to work effectively with and secure the cooperation of others at all levels in order to accomplish requirements in the face of frequently conflicting and often controversial program goals. Successful performance requires an executive with the highest talent, organizational skills and depth and breadth in administrative and program operations management.
Ability to exercise executive level judgment, imagination and demonstrated planning and analytical skills involving the prioritization and integration of diverse activities.
Must have extensive working knowledge of administrative laws, policies, regulations and precedents applicable to the integration of programs; the sequence and timing of key events and milestones; and methods of evaluating accomplishments.
Skill at planning, organizing, and directing teams and negotiating effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures or may be in conflict with the desires of the activity.
Executive ability to supervise others sufficient to plan, supervise, and administer program activities and services, to direct programs and people to accomplish short- and long-range program goals and objectives, to communicate effectively with management and employees in delegating authority and motivating and developing employees, and skill in integrating program operations with the general management of an organization.
