Today, the Department of Energy (DOE) issued an amendment to the Administrative and Legal Requirements Document (ALRD) for the State and Tribal Grid Resilience Formula Grants program to include Year 2 funding allocations. This amendment provides eligible entities access to $459 million in Year 2 funding, in addition to the Year 1 funding previously allocated. In total, DOE expects to provide approximately $471.6 million in Year 1 and $459 million each year for the remaining four years (FY23–26).
The amendment also updates the Year 1 funding allocations to add Alaskan Native Village Corporations (ANVCs) and reinforce Affirmative Action and Pay Transparency Requirements and Build America, Buy America requirements for infrastructure projects. Build America, Buy America requirements maintain that all iron, steel, and manufactured products in infrastructure work and all construction materials used in infrastructure work are produced in the United States.
The $2.3 billion State and Tribal Grid Resiliency Formula Grant program, supported by the President’s Bipartisan Infrastructure Law and administered through the Grid Deployment Office and the Building a Better Grid Initiative, focuses on strengthening and modernizing America’s power grid against wildfires, extreme weather, and other natural disasters that are exacerbated by climate change. The program will distribute funding to States, federally recognized Indian Tribes, Alaska Native Regional Corporations, and ANVCs, and Territories over five years based on a formula that includes factors such as population size, land area, probability and severity of disruptive events, and a locality’s historical expenditures on mitigation efforts. Priority will be given to projects that generate the greatest community benefit providing clean, affordable, and reliable energy to everyone, everywhere, anytime.
Applications for allocated funding may be submitted prior to the March 31, 2023, deadline and the applications will be processed as they are received. Accordingly, grants may be awarded prior to March 31, 2023, based on those applications.
