The NNSA/Department of Energy Emergency Operations Center.

NNSA’s emergency management mission combines the efforts of multiple program offices across the Nuclear Security Enterprise in a unified structure to ensure world-class response capabilities for all-hazards events and continuity operations.

NNSA and the Department of Energy (DOE) are a conduit for several unique, mandated emergency management and continuity capabilities. These capabilities are highlighted within the Office of Emergency Management (NA-40) through their performance of the following roles and responsibilities: manage the Headquarters Emergency Operations Center; assure information management and operational awareness; execute continuity and mission resilience; construct emergency management policy and preparedness; provide DOE/NNSA lab, plant, and site support; track and report on readiness assurance; lead tests, training, and exercises; and promote a culture of continuous improvement. 

 

 

  • Mission: To set doctrine and provide leadership and support for the implementation of emergency management across the Department through active engagement and collaboration with our partners.

    Role: NA-41 develops doctrine and guidance, and assists Headquarters labs, plants, and sites in implementing their emergency management programs.

    Responsibilities:

    • Establish DOE doctrine and guidance for a comprehensive emergency management system.
    • Develop the DOE and NNSA emergency management risk profile.
    • Chair the Emergency Management Agency Committee (EMAC) and sponsor the Emergency Management Issues Special Interest Group (EMI SIG).
    • Establish training curriculum and provide technical support for the implementation of emergency management doctrine.
    • Track and annually report on the Department’s emergency readiness in the Emergency Readiness Assurance Plan.

  • Mission: Establish and maintain a viable and integrated continuity program through partnering on planning, training, exercising, executing, and evaluating continuity requirements.

    Role: NA-43 manages the Continuity of Operations, Continuity of Government, and Enduring Constitutional Government programs.

    Responsibilities:

    • Maintain awareness, performance, and delivery of Primary Mission Essential Functions (PMEFs), Mission Essential Functions (MEFs), Organizational Essential Functions (OEFs), and Essential Supporting Activities (ESAs).
    • Support DOE/NNSA leadership succession and delegation of authority.
    • Lead continuity and devolution planning and preparedness.
    • Maintain intra- and interoperability and availability of continuity communications devices, systems, and platforms at alternate facilities to enhance Departmental resilience.
    • Develop, lead, and evaluate Departmental continuity exercises to validate continuity resilience and readiness.

  • Mission: Coordinate and collaborate with internal and external partners to provide reliable emergency management information, products, and customer service in support of Departmental objectives and executive leadership decision making.

    Role: NA-44 assists with prompt, effective, and efficient response to any type of natural or man-made emergency that affects sites, facilities, or activities.

    Responsibilities:

    • Operate the 24/7/365 Watch Center.
    • Manage, maintain, and operate the Headquarters Emergency Operations Center’s facilities and infrastructure.
    • Provide situational awareness of emerging or evolving all-hazard events.
    • Manage and execute the Headquarters Emergency Management Team and supporting groups and structures.
    • Facilitate cross-cutting emergency management collaboration during incidents.

  • Role: The Chief of Staff provides administrative services, strategic guidance, and security support to all program offices within NA-40.

    Responsibilities:

    • Lead processing and completion of administrative, logistical, and business process needs for all of NA-40.
    • Provide inputs into the NNSA planning, programming, budgeting, and execution process and related acquisitions for NA-40.
    • Coordinate prioritization and execution of strategic initiatives, including the NA-40 strategic plan.
    • Oversee the personnel, facility, and operational security functions in compliance with DOE/NNSA doctrine.
