Policy Flash 2021 – 37 hereby cancels, Acquisition Guide Chapter 70.10, Inter-Contractor Purchases, dated, March 2003, and it’s replaced with the new Department of Energy (DOE) Financial Management Handbook, Chapter 12, Inter-Entity Work Between DOE Organizations, issued in October 2020.

The new DOE Financial Management Handbook, Chapter 12, “Inter-Entity Work Between DOE Organizations,” provides the financial policies and procedures for the inter-entity work process. The process was created by the Office of the Chief Financial Officer to provide an expedited funding mechanism for acquisition of services by, among other entities, one DOE Management and Operating (M&O) contractor or Integrated Major Site and Facility contractor (the requiring contractor) from another (the performing contractor).
