Acquisition Letter (AL) 2011-03 has been updated to incorporate Federal Acquisition Circular (FAC) 2005-47 which published an interim Federal Acquisition Regulation (FAR) rule 2008-032, Preventing Abuse of Interagency Contracts, effective December 13, 2010. Attachment 3 to the AL provides a chart summary of the changes to FAR Subpart 17.5. Contracting officers are to ensure that new interagency agreements and related orders comply with these FAR changes and are supported by a determination of best procurement approach. All interagency agreements for assisted acquisition must contain specific elements as described in the OMB guidance. The Work for Others program is excluded from this AL.
