The U.S. Department of Energy (DOE) is announcing the second round of tribal consultations and stakeholder outreach meetings on the National Strategy for the Arctic Region (NSAR), 10-Year Plan to accelerate renewable energy deployment in the Arctic Region.

The purpose of this round is to give feedback on the elements of the draft plan. Key tribal leaders and stakeholders in the Arctic Region are invited to attend one of the upcoming stakeholder meetings to provide input on the 10-Year Plan, as well as other DOE-related activities and federal agency needs and priorities in the Arctic Region.

NSAR was signed by President Obama on May 10, 2013.  To support the goals and activities of NSAR, an Implementation Plan was developed to complement and build upon existing initiatives by federal, state, local, and tribal authorities; the private sector; and international partners.

The Implementation Plan, released in January 2014, reflects the reality of a changing Arctic environment; upholds national interests in safety, security, and environmental protection; and works with international partners to pursue global objectives of addressing climatic changes. One line of effort under NSAR and the Implementation Plan is to develop a 10-Year Plan to support and accelerate deployment of renewable energy development in the Arctic Region. The 10-Year Plan will include key activities that:

  • Identify federal, tribal, state, and regional stakeholder goals for renewable energy development
  • Identify opportunities for public-private partnerships to support renewable energy project deployment
  • Support deployment of clean energy projects through existing and potential future federal efforts, including the Alaska Strategic Technical Assistance Response Team (START) Program
  • Leverage science and innovative technologies in renewable energy.

Consistent with the principles of NSAR, DOE’s Office of Indian Energy will host a series of outreach meetings to give key stakeholders—such as state agencies, local governments, rural utilities, intertribal organizations, non-profits, and industry—the opportunity to provide input on the 10-Year Plan.
