When does the Request for Information (RFI) comment period open and close?

The RFI opened on February 21, 2023, and closes on April 21, 2023, at 5:00pm Eastern Time.   

How do I submit my responses to the RFI?

Responses to this RFI must be submitted electronically as a Microsoft Word (.docx) attachment to PuertoRicoGDO@hq.doe.gov.

Can I submit responses in English or Spanish?

You can submit responses in either English or Spanish.

Is there a page limit?

The page limit for responses is 20 pages in length.  

What’s the next step after the RFI comment period closes?

DOE will review and consider all responses in its formulation of program strategies, and may contact individual respondents to ask for additional information or clarification on their responses. DOE then expects to release one or more competitive solicitations in the areas of technology deployment and community engagement, education, and workforce development. DOE aims to release the first competitive solicitation in Summer 2023.

Will my answers be posted online?

DOE will not publish the information collected in response to this RFI.  

Do I need to submit answers to all the questions?

You do not need to submit answers to all the questions. You may pick and choose according to where your responses can inform DOE’s program design efforts.  

What if I want to add information to my response that doesn’t directly address a question?

You may add additional information, as long as it is within the maximum page limit.

Can I submit anonymous answers?

Respondents are to provide the following information at the start of their response to this RFI: 

  • Company / institution name 
  • Company / institution contact 
  • Contact's address, phone number, and email address 

Can I share business confidential or proprietary information my response?

Responses received under this RFI are subject to public disclosure under the Freedom of Information Act. Because information received in response to this RFI may be used to structure future programs and funding opportunity announcements and/or otherwise be made available to the public, respondents are strongly advised to NOT include any information in their responses that might be considered business sensitive, proprietary, or otherwise confidential. If, however, a respondent chooses to submit business sensitive, proprietary, or otherwise confidential information, it must be clearly and conspicuously marked as such in the response.  

Responses containing confidential, proprietary, or privileged information must be conspicuously marked as described below. Failure to comply with these marking requirements may result in the disclosure of the unmarked information under the Freedom of Information Act or otherwise.
