Virtual Comprehensive Utility Energy Service Contract Training Series

Discover how to manage Utility Energy Service Contracts (UESCs) from start to finish in this three-part training series. At the conclusion of the training, federal agency personnel will be equipped to engage in and deploy contracts that will conserve energy and save money.

Virtual UESC Training Day 1

On day one of the training, experts from the Federal Energy Management Program (FEMP) and the U.S. Department of Energy's (DOE's) national labs will provide an overview of the fundamental elements of UESCs.

Learning Objectives

  • Recognize how UESCs can be an effective tool for meeting energy efficiency and decarbonization goals.
  • Identify unique characteristics of UESC projects, including types of energy conservation measures (ECMs), allowable savings, performance assurance requirements, and funding/financing considerations.
  • Recognize key authorizing legislation that enables UESCs, as well as the contracting mechanisms (e.g., GSA Areawide Contracts) that enable federal agencies to partner with utility companies.
  • Identify best practices for developing an acquisition plan and scope of work that sets up a UESC for success and maximizes potential to meet energy, water, and decarbonization goals.

Virtual UESC Training Day 2

On day 2, participants will learn the process for selecting a utility partner, including how to identify and survey eligible serving utilities to ensure compliance with the limited competition requirements.

  • Recognize how and why agencies may contract with a serving utility without full and open competition, and what needs to be documented in the contract file.
  • Identify how to oversee and review preliminary assessments, ensuring proposed ECMs are viable and tailored to the facility’s needs.
  • Understand the components of a UESC investment-grade audit, including the process for evaluating the technical and financial feasibility of projects.
  • Identify the fundamental elements of a performance assurance plan and how it’s used to ensure long term project savings and performance.
  • Recognize best practices for reviewing project proposals, including task order financial schedules, ECM pricing, and financing proposals.

The final training in this series will equip federal agency personnel with the skills to manage the implementation and long-term performance of UESCs.

Learning Objectives

  • Identify the steps involved in managing UESC project implementation, including witnessing construction, commissioning, post-installation performance verification, and ECM acceptance procedures.
  • Recognize how to monitor and manage the post-acceptance performance of UESC projects, ensuring ECM savings are sustained through proper operation and maintence and performance verification.
  • Identify best practices for long-term contract management, including the process for invoicing and payments, managing modifications, and resolving performance disputes.
  • Recognize how to leverage FEMP tools and resources to more efficiently and effectively execute projects.
