Document outlines processes and considerations to help federal agencies begin planning a U.S. Department of Energy (DOE) energy savings performance contract (ESPC). The tri-party agreement is for use by DOE sites and facilities that are government-owned, contractor-operated (GOCO). They can be modified to support any federal agencies that also may have GOCO arrangements to enhance communications between agencies, energy service companies, and operational and maintenance contractors.
