Duties/Description

The position is located in the Federal Partnerships division, Office of Policy, Analysis and Engagement within the Office of the Deputy Assistant Secretary for Carbon Management. The Federal Partnerships division represents the Office of Carbon Management in interactions with other government agencies on matters related to carbon management. The division leads interagency engagement for the Office and facilitates dialogue on regulatory and permitting issues among industry, states, and other interested parties to advance the Office of Carbon Management’s mission.  Development of commercial carbon storage facilities and associated transport infrastructure, including pipelines will require significant regulatory and permitting expertise and interagency engagement on matters related to land access, leasing, and environmental regulations at the state and federal level, both onshore and offshore. The division develops and maintains policy, regulatory, and permitting expertise needed to implement Department of Energy (DOE) research, development, demonstration, and deployment (RDD&D) programs and to contribute to other administration or congressionally mandated requirements related to deployment of carbon management technologies.

The incumbent will:

  • Manage all activities of the Federal Partnerships division. 
  • Supervise a multi- disciplinary team of experts including senior DOE technical personnel who have expertise in interagency coordination and regulatory authorities and permitting relevant to carbon management technologies. 
  • Provide expertise and counsel and perform complex assignments in the area of federal partnerships, including leading interagency engagement for the Office and facilitating dialogue among industry, states, and other interested parties to advance the Office of Carbon Management’s mission. 
  • Analyze complex issues including identifying gaps and/or barriers that need to be addressed in order to execute DOE’s carbon management programs, including leading interagency engagement on topics such as land and environmental regulations for carbon capture, utilization, and storage at the state and federal level, both onshore and offshore.
