Duties/Description

This Bipartisan Infrastructure Law (BIL) position is located in the Strategic Engagement division. The principal function of the division is to identify and develop partnerships with external stakeholders to support and further advance the Office of Carbon Management’s engagement in technical and policy activities that fall under the Office of the Deputy Assistant Secretary for Carbon Management. In collaboration with the Office of International Affairs, the division also fosters and coordinates global technical cooperation and maintains technical and policy leadership in prominent energy organizations and efforts.  The division identifies global market opportunities for technologies related to the Office of Carbon Management’s programs by scanning developments in other markets; coordinates with other government agencies and State and Tribal governments; and engages communities and civil society, including universities and non-governmental organizations.

The incumbent in this position will:

  • Design and facilitate the development and implementation of public and community engagement and outreach strategies.
  • Advise senior leadership and technology program managers on societal considerations and impacts associated with the organization's efforts to develop and deploy carbon management technologies.
  • Develop effective public engagement resources and tools to be used by carbon management programs.
  • Provide input on and assist with planning engagement and capacity building activities.
  • Provide creative insights to help identify, clarify, and resolve complex issues critical to the strategic success of deployment efforts in Fossil Energy and Carbon Management and serve as a liaison with the Office of Economic Impact and Diversity.
  • Liaise with the Office of Clean Energy Demonstrations on public engagement associated with carbon management technologies.

Qualifications

Qualified candidates must demonstrate:

  • Expert knowledge and expertise in one or more of the social sciences to include sociology, anthropology, political science, law, ethnic studies, public policy, psychology, or other relevant fields.
  • Mastery knowledge of the societal considerations and impacts associated with DOE efforts to develop and deploy carbon management technologies.
  • Knowledge of US legal structures relevant to carbon management.
  • Skill in developing innovative engagement strategies designed to foster the successful deployment of carbon management technologies; and analyzing existing, new, and proposed legislation relating to the program mission.
  • Mastery knowledge and skill in principles of research design, particularly policy and/or community-based research.
  • Comprehensive knowledge and skill in the identification and use of information on social science issues, social impact data and other types of socio-economic data relevant to the range of investigative activities from the construction of engagement strategies to the identification of social impacts associated with technology deployment.
  • Expert knowledge and skill in working in or with diverse communities, both urban and rural communities and other indicators of diversity.
