Duties/Description

This position is located in the Office of Carbon Management Technologies under the Office of the Deputy Assistant Secretary (DAS) for Carbon Management within Fossil Energy and Carbon Management (FECM).  The Office of Carbon Management Technologies leads and supports the research, development, demonstration, and deployment (RDD&D) of carbon management technologies, such as point source carbon capture to decarbonize the electricity and industrial sectors, carbon transport and storage, carbon dioxide (CO2) conversion, hydrogen with carbon management, and technological CO2 removal.  The Office strategizes and directs federally funded RDD&D while minimizing environmental risks, enhancing regulatory certainty, and building public confidence.  The Office of Carbon Management Technologies, on the order of several hundred million dollars, is complex, highly technical, international, and inter-governmental in scope.

The incumbent in this position will:

  • Serve as a senior advisor and support overall management, formulation, and execution of policies and programs in the Office, including programmatic advice, guidance, and direction to senior leadership, and development of the technical and administrative staff.
  • Work in partnership with industry, academia, and national laboratories to advance the technology, market, and policy needs to create and maintain a robust industry for the development of carbon management and hydrogen technologies.
  • Oversee the administration of assigned programs within the framework of agency policy, mission objectives, and time and funding limitations.
  • Provide technical and programmatic considerations for analysis and support of research planning and policy development, including alignment with the Department of Energy (DOE) and FECM strategic plans, as well as multi-year technology roadmaps developed internally and in conjunction with government-industry partnerships.
  • Direct analyses and reviews to ensure conformance of program execution within established Office policies.
  • Develop, with support from Division Directors and the National Energy Technology Laboratory, funding and guidance issued to field organizations and other recipients.


Qualifications

Qualified candidates must demonstrate:

  • Mastery in the application of a wide range of quantitative and qualitative analytical and evaluative methods and techniques sufficient to assess and improve the effectiveness of carbon management and hydrogen programs.
  • Expert knowledge of organizing and coordinating the work of other analysts and subject matter experts and negotiating effectively for acceptance and implementation of recommendations requiring changes in established DOE policies and procedures.
  • Comprehensive knowledge of pertinent laws, regulations, and policies that affect carbon management and hydrogen programs sufficient to evaluate the content of new or modified legislation for projected impact on programs and resources; and translating legislation into program goals, actions, and services.
