Duties/Description
This position is in the Strategic Engagement division within the Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM). The Strategic Engagement division supports research, development, demonstration, and deployment (RDD&D) of carbon management technologies through engagement with key partners within the U.S. and globally. Scaling up technologies within the carbon management RDD&D program portfolio is a global challenge that requires effective domestic and international engagement. FECM accomplishes this work through strategic partnerships with other governments, research organizations, bilateral and multilateral stakeholder efforts and through technical support and capacity building assistance provided to other countries. FECM works with various stakeholders to build a foundation for expeditiously administering several new investments, leveraging existing programs and developing new relationships with stakeholder networks and communities.
The incumbent in this position will:
- Manage all activities of the Strategic Engagement division.
- Supervises a multi-disciplinary team of experts including senior DOE technical personnel who have expertise in various areas of bilateral and multilateral international collaborations, domestic engagement, and carbon capture, utilization, and storage (CCUS) technology research and development.
- Provides expertise and counsel and performs complex assignments in strategic engagements to foster the development and deployment of CCUS, including evaluations of domestic and international partnerships and their influence on clean energy policy development, with the responsibility for providing written products. Participates in and leads analysis to determine consistency with administration goals, priorities, and objectives. Develops long range domestic and international engagement plans; organizes and directs the work of a team; and provides expert advice to senior leadership.
Qualifications
Qualified candidates must demonstrate:
- Experience leading and managing multidisciplinary teams.
- Ability to set strategic direction, develop workplans, and coordinate with internal and external stakeholders on domestic and international engagement related to the RDD&D of carbon management technologies.
- Knowledge of carbon management technologies and FECM RDD&D programs.
- Knowledge of, and experience working with, domestic and international government bodies and non-government organizations focused on carbon management.
- Experience with international and domestic engagement on energy, climate change, and climate mitigation approaches.
- Ability to evaluate integrated policies impacting carbon management programs to make authoritative judgements on concepts, plans, and initiation of new projects.
- Experience developing long range plans, developing budget and resource plans, communicating goals and work products to broader audiences, and providing expert advice to senior leadership.
