Duties/Description

The Office of Carbon Management Technologies is responsible for formulating, developing, planning, and administering broad and complex research, development, demonstration, and deployment (RDD&D) programs directed toward carbon management (e.g., carbon capture, conversion, transport and storage and carbon dioxide (CO2) removal), hydrogen, and clean energy systems and technologies for commercialization by the private sector. The Carbon Management Technologies Program is complex, highly technical, international, and inter-governmental in scope with annual funding on the order of several hundred million dollars.

In collaboration with the Deputy Assistant Secretary for Carbon Management, the Office of the Assistant Secretary for Fossil Energy and Carbon Management (FECM) and the Office of Operations, following corporate policies and procedures, the Office establishes and directs program planning and analysis, strategic plan development, and budgeting; manages procurements, contracts, grants, and cooperative agreements; establishes program performance metrics and performance measurement; and conducts internal and external program reviews. The Office actively leverages its programs and expertise through collaborations with other Federal agencies, state-level and domestic organizations, and both bilateral and multilateral international efforts. Through established departmental and FECM protocols, the Office interacts with other elements of the Department; the Administration; Congress; industry; civil society organizations; academia; state, local, tribal, and foreign governments; and the public on policies, programs, budgets, and technology transfer opportunities for carbon management technologies.

The incumbent in this position will:

  • Manage and direct the development of technical/engineering research, development, and demonstration programs related to carbon management and hydrogen technology systems.
  • Coordinate and oversee integrated program budgets and with the authority to develop policy and strategic plans to ensure that the Department of Energy (DOE) programs are effective and focused on public benefits.
  • Lead the carbon management and hydrogen technologies team in development of strategies, including technical and engineering.
  • Direct organizational activities and frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Set all internal control standards for effectiveness, efficiency, and productivity and assess all organizational policy, program, and project viability.
  • Lead the Office of Carbon Management Technologies in development of advanced carbon management and hydrogen technologies and concepts for an integrated comprehensive program. Assure RDD&D needs of the country are identified and appropriately supported.
  • Provide technical and administrative supervision over subordinate organizations headed by SES and/or GS-15 or equivalent members and resolves problems stemming from coordinating and directing activities complicated by particularized arrangements made between subordinate organizations. Provide leadership to promote the efficient management of Office resources and assets. 

Knowledge, skills, and abilities associated with this position: 

  • Knowledge of the theory, methods, and practices of a broad spectrum of scientific and engineering disciplines with special knowledge in the areas of energy conversion, carbon management, and power and industrial processes as applied to program management activities sufficient to enable the scientist/engineer to manage, coordinate, review and provide expert scientific/technical/engineering advice and oversee the formulation, development, planning, and administration of broad and complex RDD&D programs.
  • Executive level ability to operate in a centralized and decentralized government or industrial organization in conducting large scale field research and development activities with the ability to plan, organize, staff and direct a major program involving carbon management, hydrogen, energy and power generation and conversion, processing activities, and industrial processes.
  • Thorough knowledge and understanding of Federal, state, and local laws, industry standards, regulations and codes sufficient to interpret and apply to assigned projects and programs.
  • Executive ability to supervise others sufficient to plan, supervise, and administer program activities and services, to direct programs and people to accomplish short- and long-range program goals and objectives, to communicate effectively with management and employees in delegating authority and motivating and developing employees, and skill in integrating program operations with the general management of an organization.
  • Knowledge of government and DOE contractual and funding rules, regulations, relationships, and administrative processes. Knowledge and experience sufficient to speak authoritatively on matters related to research, contract management, and administration.
  • Ability to work effectively with and secure the cooperation of others at all levels to accomplish requirements in the face of frequently conflicting and often controversial program goals. Successful performance requires an executive with the highest talent, organizational skills and depth and breadth in administrative and program operations management.
  • Skill and ability in oral and written communication techniques sufficient to command respect of and deal effectively with top management in government industry, and education institutions and the ability to motivate and deal effectively with co-workers and subordinates.
