John S. Boulden, III is the Deputy Director for Security within the Office of Environment, Health, Safety and Security (EHSS).  The office provides corporate leadership and strategic approaches for protecting DOE’s workers, the public, the environment and national security assets.  This is accomplished through developing corporate policies and standards; sharing operating experience, lessons learned, and best practices; and providing assistance and supporting services as DOE’s security advocate.

Mr. Boulden previously served as the Acting Deputy Director of the Department of Energy’s Office of Enterprise Assessments (EA). In addition, he was the Director of the Office of Cyber and Security Assessments within EA where he was responsible for implementing an independent assessment program to conduct safeguards and security, information security, and cyber security-related performance assessment activities that are designed to determine whether special nuclear materials, classified matter (parts and information), and controlled unclassified and sensitive information are adequately protected from unauthorized or inadvertent disclosure or diversion, including from the actions of malicious insiders.  Prior to that, John Bolden served as the Director of the Office of Enforcement and Oversight within the Office of Health Safety and Security, and was the Director of the Office of Cyber Security Evaluations within the Department of Energy.

Before joining the Department, Mr. Boulden served for 32 years in the U.S. Navy, completing tours of duty on four nuclear powered submarines, including having command of the USS Los Angeles (SSN 688).  His career also included numerous shore duty assignments, spanning the full spectrum of Naval Reactors Program assignments and culminating in serving as the Director of the Submarine Warfare Operations Research Division (SWORD) at the Office of Naval Intelligence from 2000 to 2004.

Mr. Boulden is a 1976 graduate of the United States Naval Academy, where he majored in Physics, and also holds a Master’s degree in Nuclear Engineering.
