Financial Team

The financial team works to advance the development and deployment of solar energy through the management and optimization of the Solar Energy Technologies Office's financial resources. This includes the strategic allocation of funds, budget planning, financial compliance reviews, and financial project management.   

ROBERT MCMANMON, OPERATIONS SUPERVISOR

Rob McManmon SETO Portrait

Robert McManmon joined the U.S. Department of Energy (DOE) Solar Energy Technologies Office (SETO) as the operations supervisor. He oversees the offices’ budget, human relations, operations, and communications functions. 

Rob joined SETO in 2022 and brings 12 years of program management experience at DOE. With the Chief Financial Officer, he played a key role in the implementation of the American Recovery and Reinvestment Act of 2009. He supported the DOE Office of Policy and International Affairs and Office of Management and Budget’s Performance Improvement Council. At the Energy Information Administration, Rob established and matured a Project Management Office that was recognized in a case study by the Project Management Institute. He also worked in the private sector in public affairs and government relations. 

Rob holds a B.A. in political science from Washington University in St. Louis, a Master of Public Policy from George Washington University, and maintains several project management and contracting certifications. 

PATRICIA CLARK

Patricia Clark SETO Portrait

Patty Clark is a technical project officer for the Solar Energy Technologies Office Photovoltaics (PV) team. Her job consists of budget planning, conducting financial compliance reviews, and invoicing and managing all financial reporting within the PV portfolio.

Patty has over 25 years of experience in the steel manufacturing industry with a background in energy efficiency, project management, and supervision of electrical engineer and electrical maintenance.

Patty received her BSAS in electrical engineering technology from Youngstown State University and her MBA from Lamar State University in Beaumont, Texas. She recently acquired her Professional Project Management Certification from Project Management Institute. Patty also has a six sigma black belt for professionals with an emphasis on lean manufacturing.

MALORIE CONWAY

Malorie Conway SETO Portrait

Company: Lindahl Reed Inc.  

Malorie Conway joined the U.S. Department of Energy Solar Energy Technologies Office (SETO) in July 2023 as a technical project officer on Congressionally Directed Spending (CDS) projects. In her previous roles, Malorie worked in both the electric utility and gas turbine sectors. At Oklahoma Gas and Electric, Malorie supported the maintenance of power generation equipment as a staff electrical engineer, primarily managing transformer and motor programs. At Agilis Engineering, she supported component non-conformance cases in a project management capacity. Malorie graduated from Oklahoma State University in 2020 with Bachelor of Science degrees in mechanical and aerospace engineering. 

Sandra Reyes

Company: Boston Government Services 

Sandra (Sandy) Reyes joined the U.S. Department of Energy Solar Energy Technologies Office (SETO) in October 2022 as a Financial Project Analyst on the Manufacturing and Competitiveness team.  

Sandy came to SETO with a desire to work in an industry that is making a difference worldwide. Her interest in the environment gave her the drive to change industries. Sandy has 30 years of commercial real estate accounting experience. Over her 30 years in accounting, she performed a wide range of real estate accounting duties including but not limited to: budgeting, financial analysis, invoice approval, lease administration, and common area reconciliation. 

She received her B.S. in business management with a focus in accounting from George Mason University. She is interested in hiking, canoeing, black and white photography, and watching her son play sports. 

NANCY TRUONG

Company: ManTech International 

Nancy Truong joined the U.S. Department of Energy (DOE) Solar Energy Technologies Office (SETO) in August 2014 and is the financial program analyst supporting the Photovoltaics team. Her job consists of budget planning, financial compliance review, and other various financial project management for the Photovoltaics portfolio. Nancy has 10+ years in accounting experience in the information technology, telecommunication, and hospitality industry.
