Michelle Pannell is the Workforce Management Office (WMO) Director for the Office of Energy Efficiency and Renewable Energy (EERE). Prior to accepting this appointment, she served as the Project Manager for Avant Garde, LLC, overseeing the Human Capital support staff for the U.S. Department of Energy (DOE) Oak Ridge Shared Service (ORSSC).  Michelle also served as the Human Resource Management Division Director for the Executive Office of the President (EOP). 

Michelle has several years of experience as a Senior Leader and Subject Matter Expert in federal recruitment & staffing, classification, benefits, payroll, performance management, learning and development, training, organizational development, and change management.  She’s a graduate of Texas Tech University, receiving a Bachelor’s degree in Communication Studies & Marketing.  Later she went on to obtain her Master’s in Business Administration from The University of Maryland University College.  Michelle is the author of several training publications and most recently has self-published several books.
