Description/Duties:

This position is for a technical project officer to serve on the Fuel Cell Technologies team within HFTO. The incumbent will manage projects focused on research, development, and demonstration (RD&D) of advanced technologies and processes for the manufacturing of hydrogen and fuel cell systems and the recycling of materials and components from those systems. These RD&D efforts will aim to strengthen the domestic supply chain, lower costs, and improve the efficiency of making clean hydrogen technology systems. This position will involve working with research teams from industry, academia, and national laboratories. Responsibilities will include:

  • Disseminating information to key stakeholder groups as needed, including helping to facilitate project reviews, workshops, and other stakeholder engagement activities
  • Assisting with writing, issuing, and managing funding opportunity announcements for the program, and providing reports to the selection official on the proposals reviewed and the proposals recommended for funding
  • Ensuring that projects proceed in a manner consistent with approved DOE objectives, costs, and schedules, including: identifying and resolving problems that arise in assigned projects; evaluating progress of research tasks towards programmatic objectives; assisting with periodic reviews, including site visits, in order to examine administrative and technical issues affecting execution of approved plans; and making recommendations for improvements in research content
  • Providing technical assistance to program officials and industry counterparts to identify technical opportunities for DOE
  • Preparing pre-award documents for issuance of financial assistance agreements and contracts, and providing technical guidance and information resources to financial assistance recipients
  • Keeping abreast of technologies related to assigned program area
  • Ensuring compliance with environmental, safety, health, and quality (ESH&Q) policies and objectives in assigned projects and programs
  • Preparing, maintaining, and disseminating information on assigned projects/programs as required for technical and program status presentations to EERE, DOE headquarters, and outside groups in private industry, state and local officials, and news media
  • Performing other duties as assigned.

Knowledge, Skills, Abilities Required to Perform the Work/Specialized Experience:

  • Knowledge of, and skill in applying, a wide range of qualitative and quantitative methods sufficient to evaluate and analyze various hydrogen and fuel cell technology projects
  • Knowledge of the principles, methods, and practices of project and program management sufficient to effectively evaluate projects and recommend changes
  • Understanding of DOE, EERE, and HFTO objectives, goals, and priorities sufficient to coordinate and evaluate projects and programs
  • Familiarity with government and agency contracting and funding policies, regulations, relationships, and administrative processes sufficient to assist in the development and procurement of services and studies
  • Familiarity with DOE Orders and Directives, as well as the National Environmental Protection Act and safety and health regulations, to ensure compliance on all projects
  • Familiarity with contract administration sufficient to assist in the evaluation of contractor performance and provide input to the project continuation evaluations
  • Skill in written and oral communication in order to prepare and deliver presentations of program information in a clear and concise manner.

Additional Details:

Occasional multi-day travel will be required, including periodic travel between DOE headquarters and the Golden Field Office (in Golden, Colorado). Financial disclosure is required, and incumbent may be required to pass a background investigation.
