The U.S. Department of Energy (DOE) Manufacturing and Supply Chains Office invites public comment on its draft guidance on implementing section 1005, extended product system rebate program, and section 1006, energy efficient transformer rebate program, of the Energy Act of 2020 as authorized by the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL). These documents clarify existing and new definitions, the eligibility window and criteria, rebate payment calculations, the duration of rebate payments available, and application content requirements and processes.

DOE is publishing these draft implementation guidance documents for stakeholder input and feedback before it is finalized.

Draft Guidance on Established a Rebate Program for Extended Product Systems describes how DOE plans to structure and implement a rebate program, in accordance with section 1005 of the Energy Act of 2020 (42 U.S.C. 6317 note; Pub. L. 116-260, div. Z) and section 40555 of the Infrastructure Investment and Jobs Act (Pub. L. No. 117-58), for extended product systems.

Draft Guidance on Establishing a Rebate Program for Energy Efficient Transformers describes how DOE plans to structure and implement a rebate program, in accordance with section 1006 of the Energy Act of 2020 (42 U.S.C. 6317 note; Pub. L. 116-260, div. Z) and section 40555 of the Infrastructure Investment and Jobs Act (Pub. L. No. 117-58), to encourage the replacement of energy inefficient transformers with transformers that meet or exceed the applicable energy conservation standards in 10 CFR part 431, subpart K.
