The Prototype PA (Programmatic Agreement) initially established that subsequent PAs would be valid for three years from the date of execution.  On March 11, 2013, as the first subsequent PAs were approaching their end dates, the Advisory Council on Historic Preservation (ACHP) issued a Program Comment (78 FR 16275, 16277) to extend the validity of all executed and future subsequent PAs through December 31, 2020.  With that date fast approaching, Department of Energy (DOE) has initiated the process to extend the validity of the subsequent PAs another ten years, through December 31, 2030.

DOE, in cooperation with ACHP and the National Conference of State Historic Preservation Officers (NCSHPO), developed an Amendment to extend the expiration date of the executed subsequent PAs. The Amendment was circulated via NCSHPO’s member Forum for review in early May of this year and is available below.

See the Weatherization and Intergovernmental Programs Office National Historic Preservation Act Programmatic Agreements page for additional information.

Below is a video of a PowerPoint presentation discussing background information related to the amendment process, a transcript of the presentation audio, and a file with the PowerPoint slides.  If you are having problems viewing the video in your browser, you may right-click and download the file directly to your computer for viewing. Please note, the video file is approximately 40 Mb in size.
