Cities Leading through Energy Analysis and Planning (Cities-LEAP) demonstration project teams are led by local governments and have been selected to develop and pilot data-driven decision frameworks.

To develop these frameworks, the local governments have partnered with academic institutions, technology companies, utilities, regional planning bodies, and non-governmental organizations.
