Deputy Director, Office of Enterprise Assessments

Fred West is the Deputy Director of the Office of Enterprise Assessments (EA) at the U.S. Department of Energy (DOE).  He is responsible for the Department’s Independent Oversight Program that oversees DOE programs and performance in the areas of safeguards and security; cybersecurity; environment, safety, health; and emergency management; and an enforcement program that regulates DOE contractor compliance in the areas of nuclear safety, worker safety and health, and classified and sensitive information security.  He also oversees operations at the Department’s National Training Center in Albuquerque, New Mexico.

Prior to becoming Deputy Director, Mr. West  served as the Director of EA’s Office of Cyber Assessments where he was responsible for implementing the Department’s independent assessment program for cybersecurity.  During his tenure, the office established and maintained a continuous program for assessing the security of DOE classified and unclassified networks through expert program and technical analysis, including detailed network penetration testing to detect vulnerabilities and risks that could be exploited by sophisticated adversaries, terrorists, and malicious insiders. Mr. West led more than 220 cybersecurity assessments throughout the DOE enterprise and National Nuclear Security Administration, and at the National Aeronautics and Space Administration.

Prior to arriving at DOE, Mr. West’s work involved providing Information Operations intelligence, analysis, reporting, collection management, computer network defense analysis, and target development support for the United States Strategic Command, Joint Functional Component Command for Network Warfare, in the Directorate of Intelligence and Cyber Defense.  He started his career in the Air Force where he planned and directed analytical research and studies to develop new security methods, procedures, techniques and approaches to protect information and systems for use throughout the National Security Agency, Department of Defense, and other civilian agencies.

Mr. West holds several professional certifications, a bachelor’s degree in Professional Aeronautics, and a master’s degree in Computer Resources and Information Management.
