Duties/Description

This position is in the Carbon Transport and Storage division within the Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management.  The Carbon Transport and Storage division focuses on the infrastructure associated with the safe handling and transport of carbon dioxide (CO2) as it relates to decarbonization and meeting net-zero targets. The division identifies research and technology issues and opportunities for safe and reliable CO2 and hydrogen geologic storage, including: monitoring, verification, and accounting; advanced simulation and risk assessment; small- and large-scale site characterization and field tests, both on- and off-shore, such as those conducted by the Regional Initiatives, the Carbon Storage Assurance Facility Enterprise initiative; identifying and conducting research, development, and demonstration (RD&D) to reduce and manage fugitive emissions; working with other federal agencies responsible for permitting pipelines and geologic storage; ensuring National Environmental Policy Act compliance and supporting FAST-41 implementation for DOE-funded projects. As part of its geologic storage research, the division also conducts RD&D on in situ mineralization of CO2 in subsurface formations.

The incumbent in this position will:

  • Manage all activities of the Carbon Transport and Storage division.
  • Supervise a multi-disciplinary team of experts and technical personnel in RD&D programs and activities to improve the economic impact and environmental performance of carbon transport and storage.
  • Provide strategic direction for, and coordination of carbon transport and storage technologies and projects.
  • Direct RD&D activities and provide active program management to ensure program and technical goals are met. Provide up-to-date guidance on administration and congressional policy and priorities in carbon transport and storage.
  • Evaluate integrated policies impacting carbon transport and storage RD&D programs to make authoritative judgements on concepts, plans, and initiation of new projects.
  • Advise on patents and intellectual property positions associated with engineering and/or physical science and process inventions.
  • Develop long range plans; organize and direct the work of a team; and provide expert advice to senior leadership.

Qualifications

Qualified candidates must demonstrate:

  • Experience leading and directing the work of a technical team.
  • Ability to set strategic direction for, and coordination of carbon transport and storage projects.
  • Knowledge of carbon transport and storage technical components, such as geology, geochemistry, geophysics, reservoir and wellbore engineering, materials science, process and environmental monitoring, and risk management approaches.
  • Ability to evaluate integrated policies impacting carbon transport and storage RD&D programs to make authoritative judgements on concepts, plans, and initiation of new projects.
  • Experience developing long range plans and providing expert advice to senior leadership.
