SUBJECT: 2019 Compliance Supplement for Single Audit (2 CFR 200, Subpart F) and For-Profit Entity Audit (2 CFR 910, Subpart F)
SUMMARY:
The Office of Management and Budget (OMB) has issued the 2019 OMB Compliance Supplement (2019 Supplement). The 2019 Supplement is posted on https://www.whitehouse.gov/omb/office-federal-financial-management/
The 2019 Supplement serves as guidance for auditors performing Single Audits of grant recipients required by the Single Audit Act Amendment of 1996 (PL 104-156, 31 USC 7501-7507) and codified by OMB in the Uniform Guidance 2 CFR 200 Subpart F. It identifies the key compliance requirements that the Federal Government expects to be considered in Single Audits.
The 2019 Supplement replaces the 2017 and 2018 Supplements and applies to audits of non-federal entities with fiscal years beginning after June 30, 2018. The 2019 Supplement also applies to DOE For-Profit entities subject to audit under 2 CFR 910, Subpart F.
One of the major changes in the 2019 Supplement is the reduction in the number of compliance areas that must be tested by auditors. In previous years, auditors were required to review 12 compliance areas, this is now reduced to 6. This change does not, however, relieve non-federal entities from complying fully with the terms and conditions of their financial assistance award(s).
