The Department of State prepared this supplemental EIS to analyze the potential environmental impacts of a revised proposal for the Keystone XL pipeline and related facilities. The proposed facilities would transport crude oil from the Western Canadian Sedimentary Basin and the Williston Basin to existing pipeline facilities near Steele City, Nebraska, for onward transport to markets in the Texas Gulf Coast area. DOE was a cooperating agency. DOE's Western Area Power Administration has jurisdiction over certain proposed transmission facilities relating to the proposal.
