Kyle Winslow is the Director of External Affairs at the U.S. Department of Energy (DOE) Loan Programs Office (LPO). In this capacity, he leads the team’s work to deliver on opportunities that are strategically important to achieve LPO's mission of deploying innovative clean energy, advanced transportation, and tribal energy projects in the United States.
Prior to joining LPO in July 2021, Mr. Winslow served as the Federal Policy Director at CALSTART, and was previously appointed by Washington, DC, Mayor Muriel Bowser as Associate Director in the Mayor's Office of Policy and Legislative Affairs, where he worked on energy, environment, and transportation issues. He previously served as Legislative Director at the U.S. DOE Office of Energy Efficiency and Renewable Energy.
Mr. Winslow holds an MPP in Science & Technology Policy from GW University, a B.A. in English from Bucknell University, and a Certificate in Renewable Energy from the University of Colorado Boulder.
