Project Spotlight: Advanced Nuclear Energy Technologies - Eielson AFB Microreactor Pilot

Recent executive orders have prioritized the deployment of advanced nuclear technologies, including directing the Department of Defense to leverage nuclear energy for both installation energy and operational energy. Attendees will hear from the Department of the Air Force and University of Alaska Fairbanks panelists regarding their programmatic approach to advanced nuclear energy development to support national security and Arctic applications, to include a presentation on the Eielson Air Force Base, Alaska microreactor pilot— the first stationary microreactor project in the Department of Defense.

Performance Contracting 101

The objective of this session is for attendees to understanding the basics of energy performance contracting. Speakers will describe the various procurement-based mechanisms available to federal agencies and discuss best practices and strategies for evaluating and selecting the most appropriate performance contracting vehicle to pursue for your federal project. This session will provide a general overview of all performance contracting vehicle types and other procurement methods (power purchase agreements, enhanced use leases, utility privatization) available to federal agencies (owned and leased) that are evaluating different procurement pathways to implementing energy and water management projects at their federal sites.

Importance of Measurement and Verification and Performance Assurance Basics: Comparison by Case Studies

This session will describe the different methods the energy savings performance contracts and utility energy service contracts use to ensure savings are measured and verified to help protect agency interests, and how best to select which type of contract is right for your project.  The session will cover how to develop a strong measurement and verification approach for your project to ensure that the government is making a solid investment with taxpayer dollars. This session will compare approaches through the use of case studies and scenario-based examples, making the implications of the different options more concrete. 

Financing Roundtable

Join the discussion with an interactive forum of industry professionals directly involved in the financing of performance contracts, including energy service companies, utilities, and financiers. Panelists will discuss financing and how it works in performance contracts. Considerations for improving water resilience through alternate control strategies, including technology enhancements, that provide reliable and enhanced water resilience. This session will focus on proven modifications and processes that provide alternative on-site water options to reduce the reliance on offsite water suppliers. When confirming resilience planning for mission-critical infrastructure, it's essential to break it down into structured, digestible components while using real-world applications and interactive methods. This discussion will have a specific focus on results and metrics that enable successful resilient operations across mission-critical infrastructure. Through a panel discussion, attendees are invited to engage a cross-section of experts who have a stake in planning successful resilience programs across various building portfolios.

Battery Energy Storage Systems: Considerations for Implementation

This session will explain how a battery energy storage system (BESS) can be deployed either as a standalone energy storage distributed energy resource or as part of a larger microgrid to address a variety of strategic use cases and goals across diverse federal facilities. Attendees will learn technical and engineering design strategies for sizing a BESS; understand how capital cost, investment, and impact depend on the technical need driving BESS sizing; and understand how the operations and maintenance (O&M) impacts of a BESS depend on the mission and geographic location.

Operational Excellence: O&M Beyond the Basics

Effective operations and maintenance (O&M) provide reliability, safety, and energy efficiency if planned and resourced properly. But, achieving this is far more challenging than it appears due to the often-overlooked complexity of real-world implementation. This session provides an overview of O&M strategies ranging from best practices to innovative approaches. We will spotlight on condition-based (or predictive) maintenance (CBM) strategies, how they differ from other O&M activities, and the related benefits to overall life-cycle cost and reliability of assets. Speakers will share case studies where reliability centered maintenance concepts were applied to develop a CBM strategy and associated decision support tools to maximize the effectiveness of current resources resulting in a proactive and insightful workforce culture.

How Data Analytics Has Informed Decision-Making

Speakers in this session will present project case studies demonstrating energy modeling and other tools, software, and data analytics programs developed to inform data-driven decision-making. These case studies will include an overview of the applications, tools, and data analysis techniques employed. The speakers will discuss a range of project scales (small to large) and offer best practices for scaling efforts to match impact.

Comprehensive Energy and Water Evaluations (CEWE)

The Energy Independence and Security Act of 2007 and the Energy Act of 2020 require Comprehensive Energy and Water Evaluations that are more documentation intensive than Low Cost/No Cost evaluations. This session describes the levels of auditing requirements as described by the ASHRAE Standard 211-2018 (RA2023) and Procedures for Conducting Building Energy Audits to meet Comprehensive Energy and Water Evaluations and of Covered Facilities with supporting documentation as required by federal law.

Emerging Demand Flexibility Options for Reducing Energy Costs and Increasing Resilience

The ability to dynamically manage building loads is an increasingly important strategy for reducing energy costs, supporting a resilient utility grid, and potentially reaping rewards in the form of utility incentives. There is an array of established technologies and control strategies to enable facility managers to temporarily shed load, and/or shift loads to time periods where energy costs are lower. Join this session to learn more about emerging load flexibility options for HVAC and lighting controls, battery storage, smart electric vehicle charging, and more. This session will explore highest-potential solutions, lessons learned, and what options may be right for your building.

Advanced Nuclear Energy Commercial Viability and Case Studies

A diverse portfolio of advanced nuclear technologies coupled with integrated energy systems, and execution pathways are essential to scaling nuclear energy development. As an emerging market, advanced nuclear energy technologies range in maturity. This is of particular importance considering the types of assets used to produce and deliver reliable electricity to federal critical missions and infrastructure, data centers, and other facilities. This session will focus on suitability analysis, siting, and regulatory pathways specific to the ability to scale nuclear energy options to ensure safe technology applications.

The Next Frontier: Growing Data Centers

Tuesday, August 5, 2025, 3 p.m. – 4 p.m. ET

Rapid global innovation and advancements in artificial intelligence, cloud storage, and near real-time data and analytics are driving a newfound demand for more data centers. However, data centers are among the most energy-intensive types of facilities, and significant amounts of electricity are required to power the servers, cooling systems, and other infrastructure necessary to maintain operations. Consequently, federal facilities must also be prepared to meet the substantial load requirements accompanying data centers. As such, this session will explore innovative solutions and strategic partnership opportunities to address the increased power and computational requirements of federal data centers while ensuring the security of data center infrastructure and assets. To tackle the energy challenges associated with this new digital age, agencies must evaluate and adapt a wide range of cost-effective solutions including, but not limited to, existing third-party financing, leasing agreements, and procurement pathways.

Learn strategies to optimize performance contracts, including the leveraging effect of combining funding streams. Examine the savings, costs, and other variables that generate the DOE eProject Builder financial schedules, including analysis of eProject Builder schedules and their relationship to the project's financial goals of contract maximum terms, project size, project risks, and more.  This session will discuss performance contracts cost reasonableness and identify federal and industry resources to help you get started. The session concludes with a discussion of the acquisition requirements from a Contracting Officer perspective for a performance contract task order award.

Zero Trust Architecture: How to Contract and Procure Zero Trust Products and Services

The zero trust security model can provide a better security posture, reduce risk, and protect an organization's assets. As the name suggests, zero trust assumes no trust; it requires verification and implements least privilege controls, limiting access to only what is necessary and only to those users, devices, services, etc., that require it. This session will cover the key concepts of zero trust, why an organization should implement zero trust capabilities, and how an organization can plan ahead to make informed procurement choices that incorporate zero trust into the services and products they procure.

Geothermal Energy: Design and Implementation Strategies

Geothermal energy has great potential for cost-effective and reliable power. This session will focus on some of the basic considerations for design, implementation, and operation of district geothermal systems and an example of a successful project that provides on-site resilience. Attendees will learn about feasibility, engineering, implementation, operations and maintenance (O&M), and cost details associated with geothermal energy.

Microgrid Case Studies: Successful Implementation Resulting in Resilient and Secure Infrastructure and Facilities

Thermal Energy Networks: Sharing Resources for Resiliency and Efficiency

Wednesday, August 6, 2025, 11 a.m. – 12 p.m. ET

Space conditioning (heating and cooling) and water heating consume over 40% of the nation's primary energy. Thermal energy networks, including geothermal, heat recovery, thermal energy storage and other thermal energy sources, can provide for resilience, cost savings, and efficiency. In this session, attendees will learn how to identify, evaluate, and develop thermal energy network concepts to create successful opportunities for deployment. Participants will learn how to identify challenges, methods of system modeling, and the necessary steps to plan for project success.

Advanced Building Automation: Cutting Edge of Controls

Wednesday, August 6, 2025, 1 p.m. – 2 p.m. ET

By applying what has been learned from the fields of information science and existing building commissioning, we can get much more from our facility related control systems. This session addresses new standards related to HVAC controls: Point naming conventions, fault detection and diagnostics, and improvements in graphical interface. Typical practices do not result in consistent naming schemes, built-in troubleshooting, and meaningful graphics that support daily operational needs. Participants will learn how to optimize control systems and leverage their capabilities to manage building operations, more quickly diagnose problems, and save resources. 

Long-Duration Energy Storage

Wednesday, August 6, 2025, 3 p.m. – 4 p.m. ET

Long-duration energy storage is a cost-effective option to increase grid reliability and resilience so that reliable, affordable electricity is available whenever and wherever to everyone. This session will cover how federal facilities are exploring the use of flow batteries, zinc batteries, hydrogen fuel cells, and other applicable technologies. Participants will learn about innovative long-duration energy storage technology options and case studies with implementation strategies for federal installations.

How to Conduct an Energy and Water Treasure Hunt

James V. Forrestal Building, Washington, D.C.

Join FEMP in a hands-on Treasure Hunt of DOE’s own headquarters building–the James V. Forrestal Building in Washington, D.C.  A Treasure Hunt educates and empowers building occupants to identify and evaluate low and no-cost energy and water conservation measures in a facility. In this hands-on training, participants will have the opportunity to evaluate a facility, utilize physical measurement tools, and enter information into the MEASUR tool to evaluate cost and energy savings potential. Participants will gain knowledge and experience that can be used to improve their own facilities. This training is specifically tailored for professionals at all technical levels–not exclusively engineers–ensuring direct applicability to your role.

2024 Federal Energy and Water Management Awards Private Ceremony and Reception
