Duties/Description
This position is in the Policy and Analysis division of the Office of Policy, Analysis, and Engagement of the Office of Carbon Management (OCM). The Policy and Analysis division is responsible for conducting analysis to support developing and coordinating strategies for advancing carbon management technology development, scale up, deployment, and commercialization. It provides technical and economic analysis to support departmental and programmatic priorities and decision-making on key issues impacting carbon management technologies. The division leads analysis efforts within OCM. It conducts analysis, reviews, and synthesis studies of justice, workforce, and environmental issues; market and economic conditions and impacts; and policy and financing considerations to support OCM and its partners and stakeholders across the Department, Federal agencies, and externally. The division collaborates closely with the Engagement division and Federal Partnerships division to support outreach and engagement with stakeholders and to support the U.S. Department of Energy’s mission more broadly in scaling up and deploying carbon management technologies.
The incumbent will serve as the Supervisory General Engineer, and will:
- Serve as the director of the Policy and Analysis division, guiding and ensuring efficient and effective execution of priorities by Policy and Analysis division staff and project partners.
- Oversee the full range of operational functions to support the division's efforts.
- Supervise a multi-disciplinary team of experts, direct organizational activities, and frame strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives.
- Coordinate analysis efforts between Office of Carbon Management divisions, National Energy Technology Laboratory, other partners, and across Fossil Energy and Carbon Management.
- Create products, such as strategic plans, briefings, talking points, and technical evaluations of the status of various technologies and public policies
Candidates should demonstrate the following:
- Managing and facilitating internal and external collaborations regarding technical, economic, and environmental analysis for carbon management technologies.
- Providing technical, economic, and environmental expertise to review and guide analysis related to carbon management technologies.
- Communicating carbon management technologies and policies to internal and external audiences.
