Duties/Description

This position is located within the Office of the Assistant Secretary for Fossil Energy and Carbon Management, Office of the Deputy Assistant Secretary for Operations, Office of Communications. The Office of Communications is responsible for conducting and evaluating the technical information, technology transfer, and other external communications functions for the Office of the Assistant Secretary for Fossil Energy and Carbon Management.

This position provides expert advice on the formulation, implementation and communication of Office of Fossil Energy (FECM) policy and information to a wide variety of audiences. The position develops, implements and evaluates the strategies and the communication and information programs to determine effectiveness in communicating FECM policies and initiatives, and designs and implements changes to enhance or modify current communication strategies and methods.

The incumbent will serve as a Public Affairs Specialist, and will:

  • Advise the Office Director and other senior managers within FECM, and when appropriate, the Department of Energy (DOE), of attitudes of external audiences concerning FECM programs, activities, and issues, and ways to enhance public understanding of energy issues.
  • Prepare and edit written materials for the Assistant Secretary or other Senior Management in FECM to illustrate major programs, policies, and activities for dissemination to the general and specialized publics through digital channels including agency’s social media channels
  • Interface with DOE’s Office of Public Affairs and Office of Congressional, and Intergovernmental Affairs on matters dealing with FECM policies and programs, thus ensuring FECM public and technical information activities are fully coordinated with DOE-wide outreach activities, policies, and guidance.
  • Oversee the development of communications, outreach, and promotional materials to convey complex information involving highly visible and controversial issues to meet particular public information, education, and other needs.

Qualifications

Qualified candidates must demonstrate:

  • Mastery knowledge of communication principles, methods, practices and techniques; analytical methods; and interpersonal relations practices.
  • Knowledge and skill in analyzing media and public reaction to programs and policies to develop recommendations that significantly enhance the overall public affairs program and to integrate diverse points of view in a communication plan.
  • Skill in preparing news releases, facts sheets, talking points and other materials on FECM issues, reviewing and editing such information to ensure accuracy and conformance with DOE information policy for use on digital channels, including FECM social media channels.
  • Skill in establishing and maintaining effective working relationships between the customer, the private sector and/or other government agencies on FECM programs.
