Duties/Description
This position is located in the Office Carbon Management Technologies under the Office of the Deputy Assistant Secretary (DAS) for Carbon Management within Fossil Energy and Carbon Management. The Office of Carbon Management leads and supports the research, development, demonstration, and deployment (RDD&D) of carbon management technologies, such as point source carbon capture to decarbonize the electricity and industrial sectors, carbon transport and storage, carbon dioxide (CO2) conversion, hydrogen with carbon management, and technological CO2 removal. The Office strategizes and directs federally funded RDD&D while minimizing environmental risks, enhancing regulatory certainty, and building public confidence. The Carbon Management Technologies Program, on the order of several hundred million dollars, is complex, highly technical, international, and inter-governmental in scope.
The incumbent in this position will:
- Directly support all aspects of the planning, programming, budget, and execution for the Office of Carbon Management's current and multi-year budget and programs, including spend plans and tracking of funds
- Support a variety of analytical duties related to resourcing all aspects of the Office. Supports the DAS, Office Directors (ODs), and Division Directors (DDs) in all aspects of the formulation, justification, presentation, execution, review, and accountability of their programs.
- Facilitate and execute financial management activities; when requested, implements specific activities related to budget formulation and execution, financial reporting, contracting and procurement; and management and internal controls functions.
- Provide financial advisory services, including financial information, trend analysis, budget guidance and advice to managers and staff.
- Review and analyze congressional actions, special funding guidance, and other sources of information pertaining to funding execution.
- Develop and provide briefings and reports for the DAS, ODs, DDs, and senior managers on status of programs and operations.
- Establish and maintain continuous liaison with the functional staff, Budget Office Desk Officer, appropriate counterparts, elements of Department of Energy, and higher authority on all areas of responsibility.
Qualifications
Qualified candidates must demonstrate:
- Expert knowledge of federal budget processes, requirements, and procedures and applicable regulations, policies, and requirements in order to analyze and evaluate current and future budget impact upon Office programs and operations.
- Knowledge of the federal financial assistance process, including the development and execution of funding opportunity announcements, merit review, and award selections.
- Exceptional skill in planning, organizing, and advising teamwork and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial bureau resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.
