The incumbent will serve as a technology manager in our Energy Technology and Manufacturing Workforce program, supporting energy efficient microelectronics and battery manufacturing for energy storage research, development, and demonstration.
This detail position is open to all DOE Federal employees GS-12 and above with competitive status with a duty station of DC or Golden, CO. GS-12 employees must have at least one year at this grade level to be considered for a temporary promotion to the GS-13 level.

This detail position is located within the Advanced Materials and Manufacturing Technologies Office (AMMTO) of the Office Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy (DOE). AMMTO researches, develops, and demonstrates next-generation materials and manufacturing technologies needed to increase U.S. industrial competitiveness and to drive economy-wide decarbonization. AMMTO supports the national plan to revitalize American manufacturing, secure critical supply chains, and develop diverse innovation ecosystems leading to new manufacturing jobs and increased economic strength of the nation. AMMTO provides planning, management, and direction necessary for a balanced program of research, development, demonstration, technical assistance, and workforce development to support domestic manufacturing that is critical to achieving a clean, decarbonized economy.
- (25%) – As an expert in a combination of physical science fields, oversees technically complex DOE scientific projects or initiatives. This may include but is not limited to the scientific design, development, implementation, and evaluation of these programs/projects. Serves as a Departmental contact with outside individuals and organizations for matters pertaining to the assigned programs/project. Evaluates scientific programs/project needs and prepares documentation (i.e., budget, procurement, SOWs, etc.) to support those needs. Serves in an advisory and/or consultant capacity to other scientists, engineers, staff, and management officials both within and outside of DOE on unusual, difficult or controversial technical science matters. Provides expert opinions and recommendation relative to planning, organizing, and implementing scientific projects and processes.
- (25%) - Conducts in-depth analysis of technical issues, requirements, and development efforts to resolve major conflicts and unique issues and to address uncertainties in areas of physical science. Takes into account inconclusive or variable facts or data, and rapid and continuing changes in assigned projects, work requirements and technological developments. Develops innovative recommendations for advancing programs and/or methods; and implements significant projects representing an important segment of DOE’s mission, operating programs and/or the sustainability of energy resources and the environment.
- (25%) - Evaluates the value and applicability of new or improved technology, strategies, trends, or applications; investigates, predicts, and anticipates issues and conditions extending beyond a single science specialty area, and affecting known theories, approaches, precedents, or concepts. Develops or collaborates in the formulation of new applications, concepts, or theories changing existing knowledge and extending an understanding of phenomena. Assesses and carries out strategies and actions to ensure the integrity, economy, quality, and effectiveness of energy programs/projects. Makes recommendations and advocates strategies and actions to reconcile or resolve novel, conflicting, or controversial issues or policies.
- (25%) - Gives presentations on program/project objectives, content, and progress to a variety of professional audiences. Attends professional society meetings, other professional symposia, and conferences to remain cognizant of developments in the field and to exchange ideas with other scientists and professionals in related fields. Represents the organizational unit in intradepartmental meetings for exchange of information on research, development, demonstration, and evaluation of scientific technologies, and makes presentations at management reviews and technical meetings. Prepares and presents technical reports at conferences and meetings.

- Working knowledge of technology areas related to energy technology manufacturing and workforce development – such as (but not limited to) battery and other energy storage technology manufacturing, semiconductor manufacturing, heat pump manufacturing, electric motor manufacturing, manufacturing technical assistance, and workforce development.
- Requires exceptional coordination and integration of a of very important and complex program segment of professional, scientific, technical, managerial, or administrative work comparable to a GS-13 level.
- Skill in effectively communicating complex subjects, both orally and in writing, to senior-level management and officials both within the organization as well as external organizations.
- Skill in analyzing, providing comprehensive advice, and developing appropriate recommendations on issues or problems that have a significant degree of complexity due to breadth of the assignment’s boundaries and/or the evolving nature of those boundaries.
- Comprehensive knowledge of the missions, objectives, policies, projects, and programs assigned; the schedules for key milestones; the available resources; and management’s commitments as well as the range of administrative laws, policies, and regulations applicable to the assigned organization/program.
