Director, Office of Nuclear Safety Enforcement

Jacob M. Miller is the Director of the Office of Nuclear Safety Enforcement within the U.S. Department of Energy’s (DOE) Office of Enterprise Assessments (EA).  Mr. Miller is responsible for implementing the Department’s nuclear safety enforcement program.  The primary goal of the nuclear safety enforcement program is to enhance and protect the radiological health and safety of the public and workers at DOE facilities by fostering a culture among its operating contractors that seeks to attain and sustain compliance with the DOE Nuclear Safety Requirements identified in 10 C.F.R. Part 820.  Before being selected as director, Mr. Miller served as an enforcement officer within the Office of Nuclear Safety Enforcement, where he led and participated on teams investigating potential noncompliances with DOE nuclear safety regulations.

Prior to joining EA, Mr. Miller served for 4 years as the quality assurance programmatic lead at DOE’s Savannah River Operations Office, where his duties included leading the quality assurance programmatic oversight of approximately 6,000 contractors.  Before joining civilian federal service, Mr. Miller supported DOE’s missions as a contractor employee for 9 years where he led, coordinated, and managed multidisciplinary teams of engineers and physical scientists (e.g., mechanical, chemical, fire protection, structural, and nuclear) in preparing safety basis documents such as Documented Safety Analyses, Preliminary Documented Safety Analyses, Justifications for Continued Operation, Bases for Interim Operations, Technical Safety Requirements, and Unreviewed Safety Questions for nuclear facilities managed and operated by client organizations.  He was also responsible for administering the corporate quality assurance program.  Mr. Miller spent 8 years in the U.S. Navy as a nuclear-trained and surface warfare-qualified Electrician’s Mate, during which time he served aboard an aircraft carrier and at a nuclear prototype where he was an instructor for prospective nuclear operators. 

Mr. Miller holds a Master of Science degree in nuclear engineering from the University of New Mexico and a Bachelor of Science degree in nuclear engineering and engineering physics from Rensselaer Polytechnic Institute, where he graduated summa cum laude.
