Gena E. Cadieux

Gena is currently serving as the Acting Under Secretary for Management and Performance (S3).  The Office of the Under Secretary for Management and Performance functions as the Chief Operating Officer of the Department and has responsibility for its primary mission support organizations, including human capital, information technology, procurement, project management, and facilities.   It also oversees the Office of Environmental Management, which conducts the cleanup of the environmental legacy brought about from five decades of nuclear weapons development and government-sponsored nuclear energy research, and the Office of Legacy Management.  She joined the S3 office in May 2016 as the Associate Under Secretary for Management and Operations, with the stated goal to utilize “[h]er expertise on procurement and contract matters involving the Office of Environmental Management and the mission support offices within the Office of the Under Secretary for Management and Performance [to] enable her to provide leadership on important Departmental priorities over the balance of this Administration and through the transition.” 

From 2010 to 2016, Ms. Cadieux was the Deputy General Counsel for Transactions, Technology, & Contractor Human Resources at the United States Department of Energy (DOE).  She managed a legal staff responsible for providing legal counsel to the procurement and financial assistance, technology transfer and intellectual property, and contractor labor and pension activities of program offices throughout the Department, including the Offices of Environmental Management, Fossil Energy, Energy Efficiency and Renewable Energy, Nuclear Energy, and Science.  She joined DOE in 1995 and entered the Senior Executive Service in 2004.

Ms. Cadieux is a past co-chair of the American Bar Association Public Contracts Law Section’s Bid Protest Committee.  Before joining the Department of Energy, Ms. Cadieux’s legal experience included practice at Davis, Graham & Stubbs and serving as an Honors Program Attorney in the Civil Division of the Department of Justice.  She began her career as a law clerk for Judge Roger Robb of the U.S. Court of Appeals for the D.C. Circuit.

Ms. Cadieux graduated magna cum laude from the Cornell Law School, where she was a Senior Editor on the Cornell Law Review and a member of the Order of the Coif.  She received a bachelor’s degree in Political Science with highest honors from the Pennsylvania State University and is a member of Phi Beta Kappa.
