Bindu Jacob, Deputy Chief Human Capital Officer

Ms. Bindu Jacob serves as the Deputy Chief Human Capital Officer for the U.S. Department of Energy. She is responsible for strategically aligning the agency’s workforce to its missions through effective management of human capital policies and programs. She advises and assists the Secretary and Deputy Secretary of Energy, and other agency officials, in selecting, developing, training, and managing a highly skilled, productive, and diverse workforce in accordance with merit system principles and all applicable statutory requirements.

Prior to joining the Office of the Chief Human Capital Officer, Ms. Jacob served as Deputy Assistant Secretary for Resource Management in the Office of Environmental Management (EM). In this role, she directed budget, workforce management, and IT services. Before joining EM, Ms. Jacob held several leadership roles in the Office of Energy Efficiency and Renewable Energy (EERE). Most recently, she served as Deputy Assistant Secretary for Operations and Strategic Innovation, where she directed EERE’s business operations, including budget, IT, project management, laboratory policy, strategic programs, and workforce management. Other roles included Director of the Information Technology Services Office and acting as director of a succession of offices, including Business Operations, Budget, and Information and Business Management. She also served as a senior budget advisor to EERE’s leadership team.

Since joining the Department of Energy in 2009, Ms. Jacob has made significant contributions, including streamlining Department-wide budget review processes and creating executive dashboards to efficiently connect DOE leadership with critical budgetary information. This experience built upon her tenure on the President’s Management Advisory Board, where she worked with private sector CEOs to develop recommendations in strategic sourcing and corrective actions for improper payments, then collaborated with the Office of Management and Budget and other Federal agencies for implementation.

Ms. Jacob earned a bachelor’s degree in economics from George Mason University and a master’s degree in information technology from the American Intercontinental University.
