DOE is looking to fill a temporary operations manager position for the Advanced Materials and Manufacturing Technologies Office. This detail position is open to all DOE Federal employees GS-13 and above with competitive status with a duty station of DC or Golden, CO. GS-13 employees must have at least one year at this grade level to be considered for a temporary promotion to the GS-14 level.

  • This detail position is located within the Advanced Materials and Manufacturing Technologies Office (AMMTO) of the Office Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy (DOE). AMMTO researches, develops, and demonstrates next-generation materials and manufacturing technologies needed to increase U.S. industrial competitiveness and to drive economy-wide decarbonization. AMMTO supports the national plan to revitalize American manufacturing, secure critical supply chains, and develop diverse innovation ecosystems leading to new manufacturing jobs and increased economic strength of the nation. AMMTO provides planning, management, and direction necessary for a balanced program of research, development, demonstration, technical assistance, and workforce development to support domestic manufacturing that is critical to achieving a clean, decarbonized economy.

    The detailee will serve as Operations Manager supporting the Operations Supervisor who serves as principal advisor to the AMMTO Director/Deputy Director and EERE and AMMTO senior management on Federal and Departmental goals, policies, programs, projects, and efforts on all aspects of planning/programming, budget, finance, and administration.

    1. (45%) Serves as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field components. Provides technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy. Formulates and identifies the operational and analytical techniques for accomplishment of project objectives to produce reliable findings. Provides advice and guidance on alternatives and resolutions to problems. Foresees the pros and cons of alternative solutions and explains these to other program and management analysts.
    2. (30%) Develops, manages, and maintains assigned programming data/information systems. Interprets, reviews, and analyzes broad policies, regulations, procedures, and system(s) requirements developed or issued by higher authority to determine their impact on operations of the assigned program or function and is responsible for their effective application, adapting and implement them as needed to reflect the needs of the assigned area.
    3. (25%) Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Consolidates data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability. Provides advice and guidance for improvements and anticipates areas of concern. Often, assignments have organization-wide impact and require development of plans and the compilation and detailed analysis of both quantitative and qualitative facts and information. Identifies, develops, analyzes and evaluates new or modified administrative program policies, regulations, goals, or objectives for use in the management and direction of programs; and develops data required for use in the management and direction of programs.

    The Operations Manager will also need to perform the following duties as assigned specifically:

    Contract Administration  

    • Manages and executes all contract task orders for assigned programs
    • Manages and executes all agreements and funding to support Fellowship programs
    • Program Planning:
    • Proactively strategizes, develops and contributes to all forms of transition materials to support proposed program reorganization.
    • Ensures consistent, timely, and accurate responses to information requests from internal and external sources.
    • Develops, implements, evaluates, and monitors procedures and policies for process improvement and sound business  practice with goals of timeliness, maximum customer service, and efficient use of resources. 

    Budget

    • Manages all aspects of planning/programming, budget/finance and administration. 
    • Manages the institutional planning process and ensures integration of institutional planning with departmental strategic plans.
    • Manages all financial reporting. 
    • Tracks all laboratory and project spend plans to ensure efficient use of funds. 

    Administration  

    • Represents the Operations Supervisor at meetings with senior management.
    • Mastery of a wide range of quantitative and qualitative methods, general management and program/project management principles, analytical techniques and review processes, and skill in applying and adapting them, for assessing and improving programs and organizations. This knowledge is used to provide guidance and analysis for evaluating performance measures and reporting requirements and developing long range projections for a major mission-critical program and its operations or a DOE-wide functional responsibility with impact across field components.
    • Comprehensive knowledge of the missions, objectives, policies, projects, and programs assigned; the schedules for key milestones; the available resources; and management’s commitments as well as the range of administrative laws, policies, and regulations applicable to the assigned organization/program.
    • Knowledge of program or organizational relationships with other DOE programs and key functions of the DOE, with its customers and suppliers, and with other agencies sufficient to assure analytical results and recommendations are in alignment with all stakeholders’ mission success criteria.
    • Skill in analyzing, providing comprehensive advice, and developing appropriate recommendations on issues or problems that have a significant degree of complexity due to breadth of the assignment’s boundaries and/or the evolving nature of those boundaries. Strategies and recommendations for their resolution are correspondingly broad in scope with potentially severe consequences and frequently rely on use of techniques that are not previously in use or established within the program.
    • Skill in effectively communicating complex subjects, both orally and in writing, to senior-level management and officials both within the organization as well as external organizations.
    • Mastery, knowledge of, and skill in adapting and managing change resulting from reorganization in the program assignments.
    • Proficient knowledge of agency hiring processes.
