SUMMARY:  

This flash provides:  (1) the attached initial DOE/NNSA Acquisition Guidance for Contracting Officers; (2) the attached DOE Travel Guidance that was issued via DOECAST on Friday, March 6th; and (3) the  attached March 9, 2020, OMB memorandum on Administrative Relief for  Recipients and Applicants of Federal Financial Assistance.  Additionally, NNSA issued an NNSACAST on Monday, March 9th.  NNSA Contracting Officers’  questions concerning the NNSACAST should be directed to the Office of  Acquisition Management--Oliver Voss at (202) 586-8838/via email at

Contracting Officers should share the DOE Travel guidance with their contractors (particularly those performing work on-site) and instruct them to direct any questions directly to their cognizant Contracting Officer.
