In 2019, the Council on Environmental Quality (CEQ) published draft guidance on addressing greenhouse gas (GHG) emissions in NEPA analysis and documentation. 

In 2021, pursuant to E.O. 13990, Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis, CEQ rescinded the 2019 draft guidance and announced its review, for revision and update, of the 2016 final guidance on analysis of GHG emissions.
