SUBJECT: Hurricane Laura National Interest Exemption
SUMMARY: On August 27, 2020, the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) issued a temporary exemption from certain federal contracting requirements.
For a period of three months from August 27, 2020 through November 27, 2020, subject to possible extension, new covered Federal contracts to provide Hurricane Laura relief efforts should contain a provision exempting the contractor from having to develop written affirmation action programs as required by Executive Order 11246; The Vietnam Era Veterans’ Readjustment Assistance Act; and Section 503 of the Rehabilitation Act of 1973, as amended.
The memorandum implementing the relief is attached to this policy flash and is also posted on OFCCP’s homepage at https://www.dol.gov/ofccp/. The memorandum contains modifications to the equal opportunity clauses in FAR sections that Federal contracting agencies may utilize in contracts entered into specifically to provide Hurricane Laura relief.
